Is mordernization pretty much the same as westernization, or are they being used as incorrect synonyms?

I live in India, one of the still developing countries, with the apparent economic boom(that is meant to make India a developed country) for god knows how many years. Although most claim India is on its path to modernization but instead provide examples which suggest westernization such as the freedom of clothing(in females specially), children over exposed to the american way turning into 'wannabes' and frankly the loss of culture and true identity. Now I am NO ONE to judge these effects as good or bad, but my view is that in the name of modernizing ,India is simple westernizing, and so is the case with many other countries, cause frankly India is no where near at being close to the 'developed state' Britain and America are. With pollution control nowhere in control, and green house gas emissions above the limit and corruption breaking through, India has not modernized to the extent it has westernized....or has it?
