If we had an R/S moderator, would he/she be "moderate", or just as evil as the common report monkey?

Well it does depend upon the moderator, and very few would be able to resist the corruption that absolute power brings. Pangel would definitely be one of those people. I'd volunteer for it part time only because Answers! offices in Sunnyvale are within driving distance of me and I can go down there and give 'em what for! LOL.
