I have a knitting question! Susan Mills felted KID'S SLIPPERS Toasty Toes--they look like monster feet.?

So, I get to the part where it starts : Next (dec) row (WS). If you repeat the last 2 rows (3) times, you don't end up on the WS, you end up on RS. That's number 1. So I knitted a row in between. So, where did I go wrong? And then, do I just continue doing the Next (dec) row (WS) thing on the RS (knitted side) too? Hmmmm........... Conundrum.
